During the 2004 Presidential Campaign Lieutenant Kress supervised the Campaign Visits for President George W. Bush, Vice President Richard Cheney, Senator John Kerry, Senator John Edwards, Mrs. John Heinz - Kerry, and Mrs. John Edwards.

LIEUTENANT
Supervise the Narcotics Unit and Criminal Drug Intelligence Division. As Lieutenant I was responsible for the direct supervision of eight investigators and one office manager. I would oversee drug law enforcement case management and coordinate activities with regards to drug buys, confidential informants, surveillance activity, wiretap activity, arrests, prosecutions and joint operations with other agencies.

Supervise Detectives working in the Narcotics Unit as well as conduct criminal investigations into drug law violations. I would conduct drug law enforcement case management, conduct surveillance, make controlled hand to hand buys, utilize confidential informants for the purposes of information and make controlled buys, utilize wiretaps and recordings, effect arrests, write search warrants, conduct raids on drug distribution houses, charge arrested persons and follow through with criminal prosecutions of arrested persons.

Worked as a Task Force Supervisor on the Erie Area Gang Law Enforcement Task Force. This Federal task force was a multi-jurisdictional task force that conducted Federal Drug Law violation investigations on top-level drug dealers. As a task force member I was a Deputy FBI agent with Federal authority while in the performance of my duty.

Worked on a special tactical unit that worked high crime days and high hours. This unit was responsible for responding to all critical incidents, high-risk arrest and search warrant service. As members of the Fourth Platoon we responded to all call of service but were the first responders for all high risk incidents.
